Blue Sky customers help get renewable projects off the ground

2006  2007

The growth of our Blue Sky program has enabled Pacific Power to encourage the development of community-based, new renewable projects beyond the purchases made on behalf of Blue Sky customers. Participation in Blue Sky helps to make these projects happen. These actions support the mission of the program to encourage new renewable energy development. While Pacific Power already generates and purchases renewable energy as part of its diversified generation portfolio, the Blue Sky program gives customers a way to support renewable energy and encourage additional renewable energy development.

Projects funded in 2006

City of Bend Solar
Bend Centennial Parking Plaza. Approximately 1,100 solar panels will be installed on the roof of the recently completed four-level garage in downtown Bend. When complete it will be one of the largest solar photovoltaic arrays in the Pacific Northwest.

City of Redmond Solar

City of Astoria
The City of Astoria completed a study which resulted in the approval to move forward with an RFP for both wind and hydro projects. They are proceeding with one hydro project that will install later this year while they are making repairs to a water line.

Oregon State University
Wave energy linear test bed demonstration project at the Corvallis campus to comprehensively research, test, evaluate and advance wave energy conversion devices. The project will significantly increase OSU's wave energy research capabilities as they pursue a National Wave Energy Research and Demonstration Center in Oregon.

Port of Portland
Approximately 94,000 square-foot solar array on the roof of the new headquarters building and parking structure at the Portland International Airport, with an educational kiosk inside the terminal. Once constructed this will be the largest solar photovoltaic array in the state

Crescent Elk Middle School – Crescent City, CA
Solar and wind energy will be fed into the grid via an inverter, charger controller,and battery system housed in the school’s garden tool shed, and monitored by the Fat Spaniel PV2 Web computer program enabling students throughout the district to compare their energy output, geography, and weather data, to over 90 schools around the country.

Central Oregon Community College – Bend, OR
Blue Sky customers are helping fund a 62 kW solar PV array on the roof of a new Allied Health Science building located in the center of the campus. The installation will complement plans to add related renewable energy classes to the science courses taught in the new building. Construction is estimated to begin in December of 2009, with completion and online date scheduled for March of 2011.

California

  • Casa de Fuschsia Nursery - Garden Galley - Crescent City, California
    This hybrid project consists of an 8 kw solar system, a 3 kw wind system composed of three small turbines, and a 1.4 kw hydroelectric system for a total installed capacity of approximately 12 kw. A central pergola will be built to show off the new equipment. Anticipated completion date Summer 2009. 


Oregon 

  • City of Albany Hydro Project - Albany, Oregon
    The facility is located at Albany’s existing Vine Street Water Treatment Plant, close to downtown Albany and at the end of the historic 18-mile Santiam-Albany Canal.  It is from this Canal that water is drawn for both municipal water and for low-head hydropower generation. The 500 kw hydropower project will replace one of 2 existing turbine-generators, first installed in about 1920, but idle since February, 1991. One of the existing units will be replaced with entirely new generating equipment, while the other will serve as a point of historic reference. Anticipated completion date Fall 2008. 
  • Bend La Pine School District - Westside Elementary Solar Project - Bend, Oregon
    This 40.39 kw solar project slatted for installation at Westside elementary school will be the first school in Central Oregon to earn the U.S. Green Building LEED designation for the use of environmental friendly design and materials. The project will include both a solar array and educational kiosk where students and visitors can access production information – raising awareness of the many ways that partnerships can bring benefits to the community. Anticipated completion date Spring 2009 (April)
  • Benton County Historical Society - Solar Array - Philomath, Oregon
    The 91 kw solar array will be installed at the Benton County Historical Society Collections building and the project will include an interpretive panel for the photovoltaic system for public.  Anticipated completion date Winter 2009 (February)
  • Coho Cohousing - Solar Array - Corvallis, Oregon
    The 7 kw solar array will be installed in a common area in a community that serves as a model of sustainable housing in Corvallis. An educational program will be also designed to highlight the solar energy production that will benefit common area buildings. Anticipated completion date Fall 2009. 
  • City of Lakeview - Solar Project - Lakeview, Oregon
    An 146 kw solar array will be installed at one of the City of Lakeview drinking water well pumps. The project will benefit the entire town given the potential energy savings from the project. The project will include an educational component that includes incorporating the solar project within the city school's science curriculum as well as a monitoring device that will help students explore, and evaluate the installation. Anticipated completion date Summer/Fall 2008.
  • Mountain Laurel Lodge - Solar Project - Bend, Oregon
    An 18 kw solar array will be installed in their common space and serve as a model for linking affordable housing and sustainable energy production. A website monitoring system will also allow real time monitoring of the system performance by local schools, the residents and the community. A kiosk in the common area will display the real time information and have educational information about photovoltaic systems. Anticipated completion date December 2008.
  • Oregon Institute of Technology - Low Temperature Geothermal Project - Klamath Falls, Oregon
    This 150 kw project will be located on the OIT campus and be used as a realistic laboratory for engineering students to study, gather data, evaluate findings and prove the technology while moving the campus closer to becoming a net zero energy user.  The project will be used in conjunction with tours of the campus and an integral part of their geothermal program. Anticipated completion date summer 2009.
  • Oregon Department of Administrative Services -Solar Project - Pendleton, Oregon This 20 kw solar project will serve as a model for other state agencies to implement initiatives that support renewable energy and reduce the state's impact on global warming.  An education program will be created around the project with a meter for tracking the solar power generation. Anticipated completion date December 2008.
  • Pendleton Wastewater Treatment Plant - Solar Project - Pendleton, Oregon
    Blue Sky customers are enabling the expansion of a 200.9 kw system to 270.9 kw at the Pendleton Wastewater Treatment plant. The Pendleton area enjoys robust solar resources that will be maximized. The local community will benefit from projected energy cost savings, along with recognition as an environmentally friendly community and the renewable energy market will benefit from a large scale solar installation at a municipal wastewater treatment plant. Anticipated completion date December 2008.
  • Philomath Fire & Rescue - Solar Project - Philomath, Oregon
    A 29.75 kw solar array will be installed on the city's main street station. Anticipated completion date February 2009.
  • Wind for Schools Oregon - Astoria, Wasco, Lincoln City, Moro, Grass Valley, Oregon
    Seven schools throughout Oregon will receive a 1.8 kw wind turbine and an educational program for students, teachers, administrators and community members about wind energy through the installation of a small wind energy system and curriculum.   • Confederated Tribes of Warms Springs - Media Center Solar Project - Warm Springs, Oregon
    A 6.5 kw new solar-powered media center will overlook a planned biomass power plant and major stream/riparian restoration project on Shitike Creek, making the area a local hub of environmental ingenuity. The project will be used to exhibit the potential for solar energy use within the community of Warm Springs. Anticipated completion date January 2009.
  • White Oak Farm & Education Center - Solar Project - Williams, Oregon
    This 7.92 kw solar installation at White Oak Farm & Education Center will take the non-profit operations to net-zero, generating as much electricity as they consume. In addition, it will allow for opportunities at the center to educate and promote renewable energy sources among all that come to White Oak who wish to enhance their knowledge of sustainable living. Anticipated completion date - Fall 2008.


Washington

  • Whitman College - Solar Project - Walla Walla, Washington
    A 3kw solar array on the Science Building at Whitman College will allow students to study, monitor, and participate in operations and maintenance activities providing hands on training. A 20 kw solar array will be installed on a campus residence hall. Monitoring kiosks installed near the science building will also provide public access to the system information and performance monitoring. Anticipated completion date - Winter 2009.
