Oregon HEAT

We partner with Oregon HEAT, a nonprofit agency, to offer energy assistance to residents with donated funds. To learn more, please call 503-612-3790 or visit their website. If calling from outside the 503 area code, please dial “1”.

To donate to Oregon HEAT, request an energy assistance donation envelope or contact Oregon HEAT at the number listed above. All contributions go directly to Oregon HEAT and are considered charitable donations for tax purposes. Your help is appreciated.

State Energy Assistance

The Low Income Home Energy Assistance Program (LIHEAP) is federally funded through the U.S. Department of Health and Human Services. LIHEAP is an assistance program designed to help low-income households with home heating costs. The Oregon Energy Assistance Program (OEAP) was established by the Oregon legislative and also provides energy assistance funding. Both funds are administered by local agencies found below.

Low-Income Weatherization Program

Local agencies also provide free weatherization services to income-qualifying homeowners and renters living in single-family homes, mobile homes or apartments. Based on the home's needs, a variety of measures can be installed, including insulation, energy-efficient showerheads, compact fluorescent light bulbs and more. All of these measures are designed to lower your electric bills while keeping your home comfortable.

Bill Discounts

Pacific Power offers a bill discount to income eligible households during winter heating months (November–April). The program is administered through the LIHEAP agencies. Ask for details and enroll when requesting LIHEAP assistance.

Bill Discounts

Pacific Power offers income-qualifying residential customers a 20 percent discount on monthly bills through its California Alternative Rates for Energy (CARE) program.

Customers on life-support or those requiring medical care may also be eligible for a special medical allowance that can lower your bill.
