NOTICE: Available funding for Washington Department of Revenue incentives are nearly exhausted for 2018. Washington State University (WSU) is processing received applications and providing incentive amounts as available. PacifiCorp will process incentive payment obligations by the end of the fiscal year (December 31, 2018).

If funding becomes available, we will process those applications based on their date of submission to PowerClerk and to WSU. Once the program incentive cap is reached, there will be no further incentives paid. Please contact your Washington Legislature regarding potential increases to the cap.

Washington Renewable Energy Cost Recovery Incentive Payment Program is a state program that offers credits to entities that install renewable generation systems in the state of Washington.

The program is designed to provide payments to customers that install anaerobic digesters, wind generators, or solar energy systems. These payments are meant to encourage the development of renewable generation systems in the state of Washington.

Beginning October 1, 2017, the Washington Renewable Energy Cost Recovery Incentive Payment Program transitioned to the Washington State University Energy Program.

Why am I receiving a letter and or email to apply with the WSU energy program?

On September 2017, a bill passed the Washington State Legislature (SB 5939) that was signed into law by the governor. Per the legislature, utilities including Pacific Power will no longer manage the incentive program for the Washington State Department of Revenue. The new administrator will be the Washington State University energy program and they have developed procedures to ensure that this new incentive program is a success.

Will Pacific Power be sending out production letters this year?

Pacific Power will not be sending out production letters for customers to return with production figures. Per the authorization you provided to WSU, Pacific Power will be reading your production data from your production meters to ensure the most accurate generation. The data will be provided to WSU. WSU will then calculate customer incentive amounts and share the information with PacifiCorp.

How does the transition change the timing of incentive payments?

Pacific Power will still be mailing incentive checks to customers after WSU confirms the incentive amounts. We anticipate customers will receive checks between October 2018 and December 2018.

How do I continue to participate in the program?

To continue your participation in the program all participants must apply with the WSU energy program and provide consent for Pacific Power to release information about your usage for WSU Energy Program no later than April 30, 2018.  

What was the deadline to reapply?

Consistent with the requirements found in WAC 504-49-600, your reapplication for continued incentive payments through June 30, 2020 must be submitted to the WSU energy program by April 30, 2018. Information is available on their website at

What is the Washington Renewable Energy Cost Recovery Incentive Payment Program?

The Washington Renewable Energy Cost Recovery Incentive Payment Program is a policy mechanism designed to encourage the development of renewable energy projects by requiring participating utilities to make payments to customers that generate electricity from certain renewable sources. In the program the utility makes annual payments to a customer based on the energy they produced during the previous year. Participating customers will receive payments for all generation through June 30, 2020.

What are the steps for participation in the Washington Renewable Energy Cost Recovery Incentive Payment Program?

New incentive application and precertification applications are submitted through WSU’s PowerClerk system. Applicants can use WSU’s PowerClerk to create and submit a new incentive application or check the status of an existing incentive application. Incentive recipients with a system certified by Department of Revenue and have received incentives through the Renewable Energy Cost Recovery Program must reapply by April 30, 2018.
