What is the Washington Renewable Energy Cost Recovery Incentive Payment Program?

The Washington Renewable Energy Cost Recovery Incentive Payment Program is a policy mechanism designed to encourage the development of renewable energy projects by requiring participating utilities to make payments to customers that generate electricity from certain renewable sources. In the program the utility makes annual payments to a customer based on the energy they produced during the previous year. Participating customers will receive payments for all generation through June 30, 2020.

What are the steps for installing a renewable generation system?
  1. Contact an installer knowledgeable to discuss the installation of your renewable energy facility.

  2. Submit an application and the appropriate fee for a net metering interconnection to Pacific Power.

  3. Receive written approval from Pacific Power that you facility is approved.

  4. Install the system consistent with the application and the NEC electrical codes.

  5. Install an additional meter base to monitor the generation from your renewable energy system.

  6. Pass electrical inspection.

  7. Provide Pacific Power a copy of the electric inspection.

  8. Pacific Power will visit your facility and set a net meter and a production meter.

  9. Start generating.

     

What are the steps for participation in the Washington Renewable Energy Cost Recovery Incentive Payment Program?
  1. Apply to the Washington State Department of Revenue for certification of your renewable energy system.
  2. Submit acceptance into the program to Pacific Power either thru email or by mail: Pacific Power, Attn: Customer Generation, Suite 600, 825 NE Multnomah Blvd, Portland, OR 97232
  3. Annually thereafter, you will receive a letter from Pacific Power informing you of the annual kWh production from your renewable energy system.
  4. Submit the Annual Incentive Payment Application (PDF) to Pacific Power by August 1. This form is included in the annual letter from the utility or from the state of Washington.
  5. Receive your annual payment.
Are there any additional costs to participate?

Customers who participate in this program are required to install a production meter. This allows Pacific Power to accurately provide the customer the annual production from their facility. This requires the customer to install a meter base at the generation facility at their own expense and pay $50.00 to have a utility grade production meter installed.
