Save money with Low-Income Bill Assistance (LIBA) monthly bill discounts. Eligibility is based on your household income and your household size. Program enrollment is open to all Washington residential customers who meet income guidelines. Participants are enrolled for a one-year period. Customers on a fixed income are enrolled for a two-year period.
Applying and renewing for the program is quick and easy. Simply complete an application. There is no paperwork or proof of income required to apply. You may complete an application online, by traditional mail, over the phone with Customer Care at toll-free at 1-888-221-7070 or contact your local community action agency to apply.
