Washington LIBA program

Save money with Low-Income Bill Assistance (LIBA) monthly bill discounts. Eligibility is based on your annual household income and your household size. Program enrollment is open to all customers who meet income guidelines. Participants are enrolled for a one-year period. Customers on a fixed income are enrolled for a two-year period.

Discount levels

Qualifying customers will earn discounts based on their income level (between 15% and 70% discount of net bill).
