Irrigation load control

Irrigation Load Control (ILC) is a peak energy reduction program offered by Pacific Power, in partnership with Connected Energy®, to help us meet our customers’ energy requirements. Irrigators who enroll in this program earn incentives to temporarily reduce electricity use by shutting off irrigation pumps during peak demand.

Why should I participate in the ILC program?

Participating growers receive bill credits, gain real-time visibility into energy use and increase the efficiency and reliability of the electric system. Plus, participation is easy and there are no enrollment fees – Connected Energy’s load control and monitoring devices are installed on your enrolled pumps to automate the energy reduction process when events are called.

What are the program details?

The ILC program runs each year from the week of June 1st through September 15th. Peak events can occur during the hours of noon – 10 p.m. and last no more than 4 hours per event. There is a maximum of 20 peak events per year for no more than a total of 52 hours, with no more than one event called per day.

Who is eligible to participate?

In 2022, Pacific Power expanded the program to our entire Oregon service territory. Now, any Pacific Power customer in Oregon who is on Schedule 41 or 48 rates receiving service for agricultural irrigation and agricultural soil drainage pumping can participate. Enrolled customers will need to have pumps that are at least 25 horsepower (HP) that run at least 200 hours during the season’s peak hours.

How are participants compensated?

Pacific Power uses a pay-for-performance structure to reward participating customers based on the amount of available load that your pumps can reliably shut off during program hours, adjusted for event participation, and depending on which incentive rate you choose:

  • Day-Ahead Dispatch Notification: $18/kW for the 2022 season
  • Hour-Ahead Dispatch Notification: $30/kW for the 2022 season
  • 20 Minute-Ahead Dispatch Notification: $45/kW for the 2022 season

The more pumps you enroll in the program and the quicker dispatch notification you choose, the higher your annual incentives will be, adjusted for how often you choose to opt out of events, if at all. Incentives will be issued annually and can ultimately help offset a portion of your electricity costs.

Time-of-use irrigation pilot

The time-of-use pilot is an optional rate for participating irrigation customers. The program is not currently enrolling new participants.

Existing pilot participants should shift their energy use away from the peak afternoon hours.

  • On-peak: Monday through Friday, 2 p.m. to 6 p.m. in June, July and August.
  • Off-peak: All other hours are off-peak, including weekends and the Fourth of July.
