Washington indoor agricultural grow facilities incentives

Our Wattsmart Business program offers free technical services and cash incentives to indoor agricultural grow facilities for high efficiency lighting and lighting controls, including LEDs, as well as HVAC. Lighting and HVAC upgrades can help you save energy and money. 

Program specialists can work with you or your lighting vendor to specify qualifying lighting equipment, such as for Controlled Environment Agriculture.

Controlled Environment Agriculture retrofit incentives

  1. Before you start your project, contact us or a Wattsmart Business Vendor and complete a general application or apply online. We require pre-approval and may need to verify existing equipment.
  2. We provide an incentive offer for you to sign before you order equipment. You provide your tax ID in a completed W-9 form (PDF) so we (or our program administrator) can prepare a 1099-Misc. (if required) following the incentive payment.
  3. Upgrade your lighting. 
  4. Submit project cost documentation including invoices with a breakdown of materials and labor. Then, contact Pacific Power or your Wattsmart Business Vendor for a post-installation inspection.
  5. Receive incentive check within 45 days of completion of step 4.

Notes for lighting retrofit table:

  1. To be eligible for the incentives listed, the new lighting system must use less energy than the existing lighting system replaced or the baseline lighting system as determined by Pacific Power. To be eligible for an incentive for a system with controls, the new controls must save energy relative to existing controls.
  2. Incentives are capped at 70% of energy efficiency project costs and incentives will not be available to reduce the energy efficiency project simple payback below one year. Energy efficiency project costs are subject to Pacific Power approval.
  3. Incentives listed as $/kWh are paid per kWh annual energy savings as determined by Pacific Power.
  4. Eligible retrofit lighting equipment is defined in qualified equipment lists posted in the Washington lighting catalog.

Controlled Environment Agriculture new construction/major renovation incentives

  1. Obtain an incentive application package and catalog from us or a Wattsmart Business Vendor (pre-approval is recommended, but not required). The package includes the general application, application supplement, and IRS Form W-9.
  2. Purchase and install qualified lighting at an eligible location.
  3. Submit your incentive application package. Here are instructions for IRS Form W-9.
  4. Receive incentive check within 45 days of completion of step 3.

Notes for new construction/major renovation lighting table:

  1. Project cost caps of 70% and one-year simple payback caps apply to new construction and major renovation projects that are not subject to state energy code. The one-year simple payback cap means incentives will not be available to reduce the simple payback of a project below one year. If required, individual measure incentives will be adjusted downward pro-rata so the project has a simple payback after incentives of one year.
  2. Lighting equipment installed to comply with the applicable version of the state energy code, but not exceeding that code, is not eligible for incentives. Lighting equipment that exceeds the applicable version of the state energy code is eligible for incentives.
  3. Eligible lighting equipment is defined in qualified equipment lists in the Washington lighting catalog.
