The program is currently available in these parts of Oregon:

• Rogue Valley (Medford, Grants Pass, Central Point and surrounding areas)
• Central Willamette Valley (Albany and Corvallis areas)
• Central Oregon (Bend, Madras, Prineville and Redmond areas)
• Umpqua Valley (Roseburg, Myrtle Creek, Sutherlin and Winston areas)
• Klamath Falls and surrounding areas
• Portland and surrounding areas
• Pendleton and surrounding areas
• Hood River and surrounding areas
• Hermiston/Umatilla and surrounding areas

Eligible cooling equipment

To participate, your home must have a cooling system that is compatible with the Cool Keeper device.  This includes most: 

• Central air conditioners 
• Central heat pumps 
• Rooftop air conditioners (up to 15 tons)

Cooling equipment that is not eligible:

• Window and portable air conditioners
• Evaporative/swamp coolers
• Mini-split systems

Participants receive a monthly credit on their Pacific Power bill during the summer season. Credits are issued each month from May through September, every year that you continue to participate. Cooling systems 5.5 tons or smaller (including most residential systems) receive a $6 credit each month, for a maximum of $30 a year. Cooling systems over 5.5 tons (including most rooftop units) receive a credit of $12 a month, for a maximum of $60 a year. 

If you enroll between May 1 and September 30, the credit for the month when you enroll will be prorated. Participants who enroll between October 1 and April 30 will begin receiving the credit in May.

The Cool Keeper device measures only 5.95" x 9.25" x 3.23."  It is typically attached to the compressor unit.

The Cool Keeper season begins as temperatures begin to warm in the spring, typically in April, and ends when temperatures begin to drop in the fall, typically in October.

During the season, Pacific Power activates the Cool Keeper devices in response to unexpected shifts in power supply. These activation events can happen any time of day or night, and do not necessarily happen during times of peak energy use. The number and timing of events is based on second-by-second grid conditions and cannot be predicted in advance. However, there are typically around 5 events a week.

A brief pause – typically just five minutes – is usually all that is needed to restore balance on the grid.  Occasionally, events may last up to 30 minutes. The average event time is about 7 minutes.  

Even when the Cool Keeper device is activated, the air conditioning fan continues to circulate the cool air in your home. Every home is different, but most customers don't notice any change in temperature during events.

When we temporarily cycle off your air conditioner during a Cool Keeper event, we ensure this off period lasts at least 5 minutes. This matters because turning the system on and off too quickly (known as “short cycling”) can cause unnecessary wear and tear on the compressor, the part that acts as the pump for your air conditioner. By aligning with your thermostat’s normal timing patterns, we avoid short cycling to maintain your cooling system's performance. 

Events can happen at any time. If you would like to make sure the Cool Keeper device isn’t activated at your home for a specific date, you can opt out of events on that day.  To opt out, call us at 1-800-357-9214.  Opt-out requests can take up to 1 hour to go into effect. 

Participants may opt out twice each summer season. Please note, if you opt out more than twice, you will be unenrolled and will not receive future bill credits.

Yes – participation in Cool Keeper is always voluntary. You can ask to leave the program at any time by calling our hotline or emailing us. Your device will be deactivated as soon as we receive your request, and with the owner’s request, it will be removed within 2-4 weeks. However, you will no longer be eligible to receive the bill credits.
