Some mobile home parks (MHP) in California constructed before January 1, 1997 were provided utility service through a mastered metered/sub-metered system. MHP owners with such systems are responsible for the operation and maintenance of the electric system within their MHP, including reading meters and providing utility bills to their customers.
The Public Utility Code (Sections 2791 – 2799) allows MHPs to transfer their electric or gas supply lines to direct service managed by their existing utility.
On February 24, 2011, the California Public Utilities Commission (CPUC) approved a voluntary three-year pilot program to encourage MHP owners with master-metered/sub-metered electricity to transfer to direct utility service.
On April 16, 2020, the CPUC expanded the voluntary program for MHP conversion for an additional 10 years for all master metered parks, not just those with sub-metering. Changes to the company’s program Mobilehome Park Utility Program Application and Agreement forms for 2021 have been filed with the Commission and once approved will be posted here on the company’s website below in the program documents section.
