California rate changes

Beginning June 1, 2026, Pacific Power is implementing changes to residential customer rates. With these new adjustments, most low- and medium-income customers will pay a lower monthly Base Services Charge, and all customers will pay a lower energy charge per kilowatt-hour of energy used.

In addition, customers enrolled in the California Alternative Rates for Energy (CARE) discount program will automatically pay a lower Base Services Charge.

Coming June 1: changes to CARE and California Rates

Overview

  • To make energy more equitable and support California’s environmental goals, the way residential customers are charged for energy is changing.
  • The changes will lower bills for most low- and medium-income customers, help drive electrification and clean energy and make your energy bill clearer and more transparent.
  • Energy bills aren’t increasing, but energy rates are changing. The changes will lower bills for customers who need it most (lower-income customers on CARE). Some customers will see bill increases in 2026.
  • To save money on your bills, see if you qualify for a CARE bill discount and apply today using the tabs below. You may qualify if you or a member of your household participates in one or more public assistance programs.

Your monthly Pacific Power bill is calculated based on two types of charges:

  • The Base Services Charge (formerly known as the basic charge) is a fixed charge that does not change from month to month. This charge covers the cost of maintaining the electric grid, billing and customer service.
    • Beginning June 1, customers who aren’t participating in the California Alternate Rates for Energy (CARE) program will pay a higher Base Services Charge than before. CARE customers will automatically pay a lower Base Services Charge (either Tier 1 or Tier 2, depending on income).
  • The energy charge fluctuates with your kilowatt-hour electricity usage.
    • Beginning June 1, all customers will pay a lower energy rate per kilowatt-hour.

Note: In some cases, state or local municipal taxes may also be added to your bill.

Multifamily customers (tenants): Beginning June 1, customers who live in apartments or multifamily properties with three or more housing units will automatically pay a lower Base Services Charge.

Time of Use plans

With Time of Use plans, you can save money by shifting energy use to lower-cost off-peak hours.

Medical Baseline program

We offer an assistance program for residential customers in California who may have additional energy needs related to qualifying medical conditions, known as the Medical Baseline program.

Weatherization

Through the Energy Savings Assistance program, Pacific Power partners with local agencies to provide free weatherization services to income-qualifying homeowners and renters living in single-family homes, mobile homes or apartments.
